LEE MANOR CONSERVATION AREA
SEPTEMBER 2026 – PLANNING APPLICATIONS + DECISIONS
Application Reference: DC/26/143559
Application Address: 125 Burnt Ash Road, London, SE12 8RA
Application Proposal: Retrospective planning permission for the construction of a single storey rear extension to the existing office at 125 Burnt Ash Road SE12.
STATUS: LB of Lewisham has GRANTED retrospective planning application to this single storey ground extension.
This is a ‘retrospective’ application so it would appear as though works may already have taken place.
The property is the old ‘Lee Off License’ which is now Morrisons.
If works have already taken place then it is ‘likely’ that the only tree in place to the rear of the ‘113-133 Burnt Ash Road’ properties will also have been removed without permission.
LMS have reviewed this Application and determined not to object as the works do not directly and clearly affect the Conservation Area.

Application Reference: DC/26/143980
Application Address: 2-4 Brightfield Road, London, SE12 8QF
Application Proposal: The change of use from a beauty salon (Use Class Sui Generis) to a flexible commercial, business, and service use (Use Class E).
STATUS: LB of Lewisham has GRANTED approval to the change-of-use proposal.
LMS had no objections to this proposed change-of-use use as it does not affect either the internal or external aspects of the building.

Application Reference: DC/26/144287
Application Address: 12 Manor Lane, London, SE13 5QP
Application Proposal: Construction of an additional roof extension on the outrigger roofslope, replacement of the artificial slate with natural slate, repositioning a front rooflight, installation of a flat roof light, replacement of the Juliet balcony and extension doors with aluminium windows and doors, installation of an AC unit, replacement of uPVC rainwater goods with aluminium and all associated works.
STATUS: LB of Lewisham has REFUSED approval to this application.
LMS had objected to the construction of a further second floor loft extension over the existing rear outrigger building on the basis of the guidance given within the A+E SPD for rear roofslope developments for buildings within conservation areas.

Application Reference: DC/26/144484
Application Address: 64 Manor Lane, London, SE13 5QP
Application Proposal: Demolition of existing garage and construction of single storey garage.
STATUS: LB of Lewisham have GRANTED Planning Permission for the proposed replacement garage works.
LMS provided a neutral stance on this application but did inform the Council that in their opinion this application lacked sufficient drawn and detailed information to take an informed decision on the detail of this proposed building.
Whilst the Council did not directly acknowledge LMS’s concerns they did apply Conditions on the approval that stated that in terms of Materials and Design Quality:
(a) ‘Prior to the commencement of above ground works (excluding demolition and site investigations), further details of the external materials and features (”the works”) shall be submitted to and approved in writing by the local planning authority.
Such details shall include a materials schedule comprising specifications, detailed drawings (at an appropriate scale) and samples (where necessary) for all of the following: Brickwork, mortar, bond and joint profile.
(b) Prior to the first occupation of the development, the works shall be implemented in full accordance with the details approved by part (a) and shall be retained thereafter for the lifetime of the development’.
LMS considers that this should allay our concerns.

Application Reference: DC/26/144544
Application Address: 59 Micheldever Road, London, SE12 8LU
Application Proposal: Installation of an air conditioning unit to the rear of the property.
STATUS: NOT YET DETERMINED
The proposal is for a new air conditioning unit to be installed on the flat roof of an existing rear single storey extension building.
LMS sees no reason to object to this submission as it does not affect the visual amenity of the Lee Manor Conservation Area.

Application Reference: DC/26/144575
Application Address: 13 Manor Lane, London SE13
Application Proposal: Demolition of the existing rear single-storey glazed infill extension and construction of a new rear infill extension, lowering of the cill to the existing ground floor rear kitchen window and installation of a new replacement window, removal of the existing uPVC windows to the property and replacement with new timber framed casement windows on all elevations.
STATUS: LB of Lewisham has GRANTED planning permission for the proposed (mostly window replacement) works.
LMS did not object to this application.

Application Reference: DC/26/144597
Application Address: 35A Burnt Ash Hill, London, SE12 0AE
Application Proposal: Change of use of the existing ground floor commercial unit from Sui Generis (former taxi office) to Class E for the use as a café/coffee shop with ancillary food preparation and the sale of hot and cold food and drinks for consumption on and off the premises, installation of advertising to the front elevation and associated internal works.
STATUS: LB of Lewisham has GRANTED this application.
This commercial property does not sit within the conservation area so LMS have not formulated a response to the application. The proposed works (including new external signage) do not appear to cause any concern.

STATUS: LB of Lewisham has RAISED NO OBJECTION to the proposed tree works.
LMS saw no reason to object to this submission for removal of rear garden trees due to existence of numerous other trees within the rear garden vicinity.

Application Reference: DC/26/144874
Application Address: 73 Taunton Road, London, SE12 8PA
Application Proposal: ONE Eucalyptus (T1) CROWN REDUCE HEIGHT by 2m from 14m to 12m & LATERALS by 2m from 6m to 4m on all compass points.

ONE Cotoneaster (T3) CROWN REDUCE HEIGHT by 1m from 5m to 4m & LATERALS by 1m from 3m to 2m on all compass points. A cotoneaster growing in the front garden between the ground and first floor windows. The crown will be reduced in height and spread to prevent contact with the building and reduce shading to the window openings, while maintaining a balanced natural form.
STATUS: LB of Lewisham has RAISED NO OBJECTION to the proposed front and rear garden tree maintenance works.
As far as LMS are aware this application was not published on the Planning Portal until the Decision was taken.
LMS would not have objected to the proposed tree maintenance works.

This application sets out the soft landscaping proposals surrounding the Mayfields Hostel site further to the approval of the proposed residential works.

Application Reference: DC/26/145060
Application Address: St Monica, Micheldever Road, London, SE12 8LX
Application Proposal: T1 Red Oak – Rear garden LHB: Crown Reduction – To reduce overall canopy by up to 3 metres shaping accordingly. Remove major deadwood. Height is currently 16 metres reducing to 13 metres by a spread of 11 metres reducing to 9 metres on all compass points.

Reason for work – General Maintenance.
STATUS: LB of Lewisham has RAISED NO OBJECTION to the proposed front and rear garden tree maintenance works.
As far as LMS are aware this application was not published on the Planning Portal until the Decision was taken.
LMS would not have objected to the proposed tree maintenance works.

Application Reference: DC/26/145243
Application Address: 30 Brightfield Road, London, SE12 8QF
Application Proposal: Installation of replacement timber sash windows at the front and rear elevations.
STATUS: NOT YET DETERMINED
The proposed windows show the use of ‘planted-on’ glazing bars to create the division of the upper and lower sashes and such means has no proven durability of the glue used for this purpose. LMS have as a result logged a simple objection on that basis but do not expect LB of Lewisham to take any notice.

Application Reference: DC/26/145332
Application Address: 52 Manor Lane, London, SE13 5QP
Application Proposal: REAR: ONE Lime tree (T1) Ht 10m FELL close to ground level. Do not treat stump due to translocation risk.
REASON: The tree works are proposed to stop the influence of the tree(s) on the soil below building foundation level & provide long term stability to 56 Kellerton Rd.
STATUS: NOT YET DETERMINED
This is a slightly convoluted application – the Applicant appears to be a company acting on behalf of the owners (presumably) of 56 Kellerton Road (not in the Lee Manor conservation area) in order to fell a tree at the bottom of the garden of 52 Manor Lane which appears to be causing subsidence to the rear extension of the property in Kellerton Road. Accordingly even if the application is granted it would still require the owner/occupier of 52 Manor Lane to be notified of the works and to agree to them which of course is not guaranteed.
LMS have submitted an objection on purely administrative grounds for the moment to see if we can get some clarity on this application.

Application Reference: DC/26/145427
Application Address: 49 Micheldever Road, London, SE12 8LU
Application Proposal: Installation of replacement timber double-glazed windows to front elevation, uPVC windows and a door to the side elevation and uPVC windows to the rear elevation
STATUS: NOT YET DETERMINED
This submission lacks a good deal of information related to the proposed replacement windows. LMS have objected as a result.

Application Reference: DC/26/145485
Application Address: 81 Micheldever Road, London, SE12 8LU
Application Proposal: FRONT: ONE dead Cherry (T1) FELL.
Reason: safety, the tree is over hanging a public footpath which has heavy foot fall as the school is near by. Duty to replace applies.
FRONT: ONE Eucalyptus (T2)(ht.11m, s.4m) CROWN REDUCE HEIGHT by 2.5m to ht.8.5m, LATERAL REDUCE SPREAD by 1m from 4m to 3m.
Reason: to manage the tree within the front garden.
Back garden: REAR: ONE dead Mimosa (T3) FELL.
Reason: the tree has died. Duty to replace applies.
STATUS: NOT YET DETERMINED
LMS can see no reason to challenge this application and so will not object to the proposed tree works on the basis that a duty to replace applies.

Application Reference: DC/26/142589
Application Address: 88 Woodyates Road, London, SE12 9JH
Application Proposal: Change of use of nursery (Use Class E(f)) to children’s residential home for up to 4 children (Use Class C2), together with bike and bins stores and all associated works.
STATUS: LB of Lewisham has REFUSED approval to this planning application proposal for a change of use from existing nursery to a children’s residential home.
The reasons stated for the Refusal are:
‘Insufficient evidence has been submitted to demonstrate that the proposed change of use to a children’s residential home (Use Class C2) would meet an identified local need for supported and specialised accommodation and insufficient information has been provided regarding the intended service offer, operational and referral arrangements and the needs of intended occupiers, contrary to Policy H12 of the London Plan (2021) and Policy HO6 of the Lewisham Local Plan (2025)’. See application DC/26/143164 below for a very similar application type which was Granted by LB of Lewisham. We can only assume that the technical requirements of this submission were insufficient for the Council’s needs to determine this application in the same way as the application noted below has been determined. This could indicate that the Applicant may make a re-submission of this application once those issues have been addressed by them.
Application Reference: DC/26/143164
Application Address: 67 St Mildreds Road, London, SE12 0RE
Application Proposal: Change of use of the existing dwelling house (Use Class C3(a) into a children’s care home (Use Class C2), the construction of a single-storey extension to the rear, together with the provision bike and bin storage in the front.
STATUS: LB of Lewisham has GRANTED approval to this planning application proposal for a change of use from residential to a childrens care home. This can be compared to DC/26/142589 above which was Refused for a very similar proposal.
LMS did not previously review or comment on these proposals.

Application Reference: DC/26/144147
Application Address: 106 Burnt Ash Road, London, SE12 8PU
Application Proposal: Retrospective Planning Permission for the replacement of the front boundary wall with metal railings.
STATUS: LB of Lewisham has REFUSED this retrospective application for the replacement of the existing low level front boundary wall with black painted metal railings.
LMS had objected to the proposed works on the basis of the full loss of the original brickwork wall and its replacement with a metal fence type that has no precedent along this row of houses.

STATUS: NOT YET DETERMINED
- This application sets out a good number of perfectly reasonable works to upgrade this property. However, together with the existing rear roof slope extension which is not set back from the eaves of the existing rear roofslope, the proposal to construct a new second floor roof extension over and above the existing outrigger roof means that the entirety of the character of the rear of this building will be overwhelmed by this development.
- We note that 2 Manor Lane has already been extended in a similar manner to that proposed here (over the rear outrigger roof), but that of the remaining outrigger rear roofs in the row of houses within which no. 12 is set, all remain in their original form between nos 4 to 44 other than no. 2.
- LMS have objected to these proposals on the basis of the guidance given within the A+E SPD for rear roofslope developments for buildings within conservation areas.

Application Reference: DC/26/144306

STATUS: LB of Lewisham have GRANTED this Condition submission.
The application relates to a submission for discharge of a variety of Conditions emanating out of the approval in Feb 2025 of application DC/23/133105.
LMS saw no reason to have any concerns with the submission although the construction process will affect local residents.
Application Reference: DC/26/144313
Application Address: 106C Burnt Ash Road, London SE12 8PU
Application Proposal: Retrospective application for the replacement of timber sash windows with uPVC sliding sash windows to the front elevation.

Application Reference: DC/26/144332
Application Address: 136 Manor Lane, London, SE12 8LR
Application Proposal: Construction of a single-storey rear extension.
STATUS: LB of Lewisham has PERMITTED the proposed ground floor rear extension works.
LMS had no concerns with the proposed works.
This appears to be a straightforward rear property single-storey ground floor extension and as such there is no reason to have any concerns.

Application Reference: DC/26/144339
Application Address: 73 Taunton Road, London, SE12 8PA
Application Proposal: Alterations and repairs to the existing roof including the installation of replacement roof light, roof tiles Redland 49 concrete tiles with Cedral Thurstone slates and PVCU fascia boards, soffits, guttering and downpipes with PVCU., together with Internal works to strengthen roof structure, re-point chimney stack and replace leadwork and blown rendering to parapet walls.
STATUS: LB of Lewisham has GRANTED this application for the replacement of roofing and ancillary works.
LMS had objected to the proposed use of fibre cement roof tiles and this was modified by the Applicant to ‘natural slate’ tiled roof which is acceptable.

Application Reference: DC/26/144759
Application Address: 33 Micheldever Road, London, SE12 8LX
Application Proposal: ONE Holm Oak (T1) CROWN REDUCE HEIGHT by 1m from 8m to 7m, LATERALS by 1m from 5m to 4m on all compass points. Remove as much dead rose growth from within the crown as possible, retaining any live rose. The crown reduction will keep the tree in proportion to its position, reduce end-weight on the lateral limbs and maintain a balanced, natural shape while retaining the tree as an amenity feature.
STATUS: LB of Lewisham has RAISED NO OBJECTION to the proposed tree maintenance and pruning works.
Yet again this application did not appear on the Planning Portal until it was determined as approved by the Council.
LMS had no opportunity to review these works but would not have objected.

Application Reference: DC/26/144911

STATUS: NOT YET DETERMINED
This application for discharge of a Condition of the previously approved application (as noted above) provides a variety of proposed flat formats and shows the accessibility of each apartment in terms of their dimensional layouts.
LMS sees no reason to object to this submission.

JULY 2026 – PLANNING APPLICATIONS + DECISIONS

Application Reference: DC/25/141753
Application Address: Leegate Shopping Centre, Leegate, London, SE12
Application Proposal: Details submitted pursuant to Condition 4-Construction Environment Management Plan of planning permission DC/22/126997 dated 1st November 2024.
STATUS: LB of Lewisham has GRANTED discharge of the Condition to which this proposal relates.
LMS made no comment on this submission.
A ‘Construction Environmental Management Plan’ has been submitted to discharge Condition 4 of the previously approved Leegate development submission ref DC/22/126997 as approved 1st November 2024. The report highlights the environmental factors which arise as a matter of the demolition and construction works proposed.
LMS sees no reasons to challenge this submission albeit the report makes reference to its neighbor being ‘Tesco’s’ and there is no particular mention of asbestos removal during demolition works.
See also DC/26/144851.

Application Reference: DC/26/142909
Application Address: 53 Manor Lane, London, SE13 5QW
Application Proposal: Installation of replacement double glazed timber sash windows at the front elevation.
STATUS: LB of Lewisham has GRANTED planning permission for replacement windows to the front elevation of the property utilising ‘planted-on’ intermediate glazing bars (both horizontal and vertical) to the upper sash of each of the 5 windows proposed to be changed.
LMS had objected to the proposed use of ‘planted-on’ intermediate glazing bars.
The Decision Notice states that:
‘An objection was received from the Lee Manor Society in regard to the use of ‘planted-on’ intermediate glazing bars to the upper elements on each of the sash windows. Officers consider that there would be no harm to the visual appearance of the host property as a result of this and are therefore satisfied with the proposal.
There are also clear planning benefits as a result of the proposal from introducing double-glazed windows and increasing the energy efficiency of the property.
Officers consider that the current proposal would lead to no harm to the Conservation Area’.

Application Reference: DC/26/143938
Application Address: Mayfields Hostel, 47 Burnt Ash Hill, London, SE12 0AE
Application Proposal: Details submitted pursuant to Condition 21-Materials and Design Quality of planning permission DC/23/132184 dated 1st February 2024.
STATUS: LB of Lewisham has GRANTED discharge of the Condition to which these proposals relate.
The Applicant has submitted details of a red brick and red mortar that are proposed for the development and have stated that Lewisham’s Design Guardians have reviewed a physical mock-up panel on site and have given their verbal acceptance.
LMS made no comment on this submission.

Application Reference: DC/26/143980
Application Address: 2-4 Brightfield Road, London, SE12 8QF
Application Proposal: The change of use from a beauty salon (Use Class Sui Generis) to a flexible commercial, business, and service use (Use Class E).
STATUS: NOT YET DETERMINED
The change of use proposal to office / commercial use does not affect either the internal or external aspects of the building so we can see no reason to object to the current proposal.

Application Reference: DC/26/144112
Application Address: 40 Brightfield Road, London, SE12 8QF
Application Proposal: The installation of replacement timber double glazed windows and rear door.
STATUS: LB of Lewisham has GRANTED approval to the proposed works.
LMS has no concerns with regard to the rear window/door proposals.
With regard to the front windows we note that glued or ‘planted on’ window intermediate glazing bars are proposed. Normally LMS would object to such a proposal. However, in reviewing the proposed proportions of the new glazing bars they appear similar to existing and/or the original bars. On the basis that a system approach is being taken here (which presumably comes with a window guarantee as to the bonding of the intermediate glazing bars) LMS have determined not to object to this proposal subject to a further review.

Application Reference: DC/26/144147
Application Address: 106 Burnt Ash Road, London, SE12 8PU
Application Proposal: Retrospective Planning Permission for the replacement of the front boundary wall with metal railings.
STATUS: NOT YET DETERMINED
LMS have submitted an objection to this retrospective application on the basis of the full loss of the original brickwork wall and its replacement with a metal fence type that has no precedent along this row of houses.

Application Reference: DC/26/144186
Application Address: 18 Micheldever Road, London, SE12 8LX
Application Proposal: Installation of replacement double glazed windows in the front elevation.
STATUS: LB of Lewisham has GRANTED Planning Permission for the proposed works.
LMS has no concerns with regard to the new window proposals.
This appears to be a very well considered set of proposals with no concerns as to increased window member sizes (to enable double glazed units) or any proposals for planted on glazing beads.

Application Reference: DC/26/144583
Application Address: Church Of Good Shepard, 29 Handen Road, London, SE12 8NR
Application Proposal: ONE Poplar tree (T1) Height: 16m. POLLARD to previous points around 9-10m. Reduce poles by 6-7m to prevent branch failure from extended poles.
STATUS: LB of Lewisham has RAISED NO OBJECTION to this tree maintenance proposal.
The application was not previously made available on the Planning Portal so we could not have commented on this proposal before it was approved.
This is a large mature Poplar tree (that may have caused the adjoining boundary wall to collapse around 3 years ago). LMS has no issues with this application.

STATUS: NOT YET DETERMINED
This commercial property does not sit within the conservation area so LMS have not formulated a response to the application. The proposed works (including new external signage) do not appear to cause any concern.

Application Reference: DC/26/144694
Application Address: 48 Southbrook Road, London, SE12 8LL
Application Proposal: FRONT: ONE False Acacia (T1)(approx.ht.18m) remove one snapped out branch and clean torn fibres of wound tear, CROWN REDUCE HEIGHT by 2m to ht.16m, REDUCE SPREAD by 2m from 14 to 12m, CROWN THIN by 15%, install 2 sets of Cobra flexible bracing cables between the remaining co-dominant stems.
REASON: branch snapped out blocking the highway due to the weight of the branch and foliage, tree otherwise appears in good health, with no signs of decay or fungus at the base, no signs of weakness where the tree forks into two stems; crown reduce, crown thin (mainly dead and crossing branches) and cable brace to stabilise the canopy branch structure long term as overhangs pavement, road and front garden. NB – tree given as a Japanese Pagoda Tree in previous tree notice in 2010, ref DC/10/073344.
STATUS: LB of Lewisham have GRANTED approval to the proposed tree maintenance works.
This Application appeared on the Planning Portal only after a decision had been taken by the Council.
LMS had no concerns.

Application Reference: DC/26/144851
Application Address: Leegate Shopping Centre, Leegate, London, SE12
Application Proposal: Details submitted pursuant to Condition 4-Construction Environmental Management Plan of planning permission DC/22/126997 dated 1st November 2024 (amended by DC/25/140732 dated 3rd February 2026).
STATUS: NOT YET DETERMINED
LMS can see no reason to have any concerns over the discharge of this Condition application. However, we have noted to LB of Lewisham that this application continues to show right turning construction traffic out of Leyland Road onto Eltham Road which Planning Officer Geoff Whitington had recently said had been modified to left turning only. We have asked for this to be addressed before the application is approved.

Application Address: Leegate Shopping Centre, Leegate, London, SE12
Application Proposal: Details submitted pursuant to Condition (5) ‘Construction Logistics Plan’ of planning permission DC/22/126997 dated 1st November 2024.
STATUS: NOT YET DETERMINED
LMS have generally reviewed the proposed Logistics Plan and could not see anything that gave us particular cause for concern other than the fact that no aspect of the ‘phasing’ of works appears to have been taken account of. Otherwise some construction traffic is shown exiting from Leyland Road onto Eltham Road (heading towards Kidbrooke) and this traffic has to cross on-coming westbound traffic. This is far from ideal but may be necessary. We have issued a comment to Lewisham Council related to the phasing of construction works but are otherwise happy not to object to this submission for approval of Condition 5. That is not to say however that local residents immediate to the area of the demolition and construction works may have their own concerns.
See also DC/26/144111 below which may possibly supercede this Application.
THIS APPLICATION HAS NOW BEEN SUBMITTED FOR OVER 1 YEAR.

Application Reference: DC/25/141753
Application Address: Leegate Shopping Centre, Leegate, London, SE12
Application Proposal: Details submitted pursuant to Condition 4-Construction Environment Management Plan of planning permission DC/22/126997 dated 1st November 2024.
STATUS: NOT YET DETERMINED.
THIS APPLICATION HAS NOW BEEN SUBMITTED FOR AROUND 9 MONTHS.
Application Reference: DC/26/142792
Application Address: 40 Old Road, London, SE13 5SR
Application Proposal: Retrospective planning permission for change of use from Class C3(b) (small children’s care home for up to six people living together as a single household and receiving care) to Class C2 (children’s care home).
STATUS: NOT YET DETERMINED
This property is adjacent to and just outside of the north-eastern extremity of the boundary of the CA.
The proposed retrospective application appears to make no material changes to the fabric of the existing residential building and therefore LMS has no concerns in relation to this submission.
Application Reference: DC/26/142909
Application Address: 53 Manor Lane, London, SE13 5QW
Application Proposal: Installation of replacement double glazed timber sash windows at the front elevation.
STATUS: NOT YET DETERMINED
- The existing upper window of each of the five sash windows proposed to be changed are divided into four separate single glazed elements with intermediate glazing bars. The proposal to recreate this four pane upper panel very clearly utilises glued (or planted) on glazing bars both internally and externally. The intermediate glazing bars are specified to be held in place using 3M Glazing Tape which does not have proven long term usage.

Application Address: 125 Burnt Ash Road, London, SE12 8RA
Application Proposal: Retrospective planning permission for the construction of a single storey rear extension to the existing office at 125 Burnt Ash Road SE12.
STATUS: NOT YET DETERMINED
This is a ‘retrospective’ application so it would appear as though works may already have taken place.
The property is the old ‘Lee Off License’ which is now Morrisons.
If works have already taken place then it is ‘likely’ that the only tree in place to the rear of the ‘113-133 Burnt Ash Road’ properties will also have been removed without permission.
LMS have reviewed this Application and determined not to object as the works do not directly and clearly affect the Conservation Area.

Application Reference: DC/26/143683
Application Address: 87 Taunton Road, London, SE12 8PA
Application Proposal: The installation of one multi-split wall-mounted heat pump unit to the side elevation.
STATUS: NOT YET DETERMINED
This application is for a condensing unit to be located onto the side elevation of the property located just to the side and behind an existing chimney stack. The condensing unit will be visible at a low level from the public highway (within the shared rear access alleyway). Ideally The Unit would located behind a gate, to the rear of the property or within the rear garden.
LMS have objected to this application on the basis that it is visible from a public highway within a conservation area. If approved by Lewisham Council this could be used as precedent for other such condensing units to be made visible throughout the conservation area.
This application is no longer available on the Planning Portal and is assumed to be superceded by Application DC/26/144272 below.

STATUS: LB of Lewisham has RAISED NO OBJECTION to this application.
As far as LMS can tell this application was never provided for review on the Lewisham Planning Portal.
However, being general maintenance works for three front garden and five rear garden trees, LMS would have seen no reason to have objected to the proposed submission.

Application Proposal: Details submitted pursuant to Condition 5-Construction Logistics Plan of planning permission DC/22/126997 dated 1st November 2024 (amended by DC/25/140732 dated 3rd February 2026).
STATUS: NOT YET DETERMINED
- This appears to be a similar (if not identical) submission to that of DC/25/140778 (see above – which remains undetermined by LB of Lewisham). Both issue a Construction Logistics Plan (CLP) and a Travel Plan for approval.
- The CLP appears updated from Issue 2 (submitted under DC/25/140778) to Issue 8 submitted under this Application. The Travel Plan appears updated from Issue 1 to Issue 4.

Application Reference: DC/26/144112
Application Address: 40 Brightfield Road, London, SE12 8QF
Application Proposal: The installation of replacement timber double glazed windows and rear door.
STATUS: NOT YET DETERMINED
- LMS has no concerns with regard to the rear window/door proposals.
- With regard to the front windows we note that glued or ‘planted on’ window intermediate glazing bars are proposed.

Application Reference: DC/26/144186
Application Address: 18 Micheldever Road, London, SE12 8LX
Application Proposal: Installation of replacement double glazed windows in the front elevation.
STATUS: NOT YET DETERMINED
LMS has no concerns with regard to the new window proposals.
This appears to be a very well considered set of proposals with no concerns as to increased window member sizes (to enable double glazed units) or any proposals for planted on glazing beads.

Application Reference: DC/26/144272
Application Address: 87 Taunton Road, London, SE12 8PA
Application Proposal: Application for a Lawful Development Certificate (proposed) submitted under Section 192 of the Town & Country Planning Act 1990 (as amended) Class G of Schedule 2, Part 14 of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) for the installation of an air source heat pump (ASHP).
STATUS: This Permitted Development Application has been GRANTED by Lewisham Council.
LMS originally objected to Planning Application ref DC/26/143683 (for the same works as are proscribed here) in April 2026. It was then determined by the Planning Officer that such works as were proposed could be installed under Permitted Development Rights subject to a number of checks.

We note that this is a retrospective application implying that these works have already been carried out contrary to the removal of the Article 4 Direction that prevails over the Lee Manor Conservation Area.
LMS has objected to these proposals for uPVC windows facing the public highway.

Application Address: 136 Manor Lane, London, SE12 8LR
Application Proposal: Construction of a single-storey rear extension.

STATUS: NOT YET DETERMINED
- The proposed roof, fascia, soffit, guttering and ancillary associated works are to repair a roof and structure in serious need of repair due to previously applied heavy concrete roof tiles.
- The roof survey report does not require the use of artificial fibre cement ‘slate’ tiles (as proposed) but states that the engineering advise is: ‘to replace the concrete tiles with lighter slates or artificial slates like the neighbouring property’.
- LMS fully accepts the need for the proposed works but has objected to the proposed use of artificial fibre cement roof tiles where natural Welsh (or similar) roof slates will recreate the original roofing material which will enhance the Conservation Area.

Application Proposal: Demolition of existing garage and construction of single storey garage.
STATUS: NOT YET DETERMINED
LMS have submitted a neutral position to Lewisham Council on this application as we accept the premise of this re-construction but believe there is insufficient detail or thought apparent on the submitted drawing for the garage to be constructed to the level of detail required for such a building within the Conservation Area.

Application Proposal: Details submitted pursuant to Condition 8(a)(b)-Land Contamination of planning permission DC/23/132184 dated 1st February 2024 at Mayfields Hostel.
STATUS: LB of Lewisham has GRANTED approval of this Condition submission.
This is a submission to fulfil a Condition of Planning Approval DC/23/132184 dated 1st February 2024.
LMS sees no reason to object to the proposed submission. One of the submitted reports states that there is a low likelihood of encountering any UXO in the ground due to previous development.

ONE Ash tree (T2) LATERAL REDUCTION by 4m from 14m to 10m of overhanging branches (from number 8) on NW compass point .
REASON: This will balance out the canopy of the ash tree, and promote new growth.
REPLANTING PROPOSAL: Client is going to replace the old tree with another Cherry tree sapling as close to the location plot of the previous tree as possible.
STATUS: LB of Lewisham has RAISED NO OBJECTION to the proposed tree works.
These appear to be two mature trees rear garden trees in an area of numerous trees and should not be a concern.
LMS sees no reason to object to this application.

Application Reference: DC/26/143559
Application Address: 125 Burnt Ash Road, London, SE12 8RA

STATUS: LB of Lewisham have GRANTED approval to this Condition submission.
Under GRANTED Planning Permission DC/25/140894 a proposed rear garden single storey extension required the removal of a number of trees which affected the proposed works. This application covers the planting of two new trees to replace those lost.
MS saw no reason to object to this submission.

ALL ITEMS INCLUDING REMOVING ARISING DEBRIS, LEAVING SITE CLEAN AND TIDY. The works are apart of a regular maintenance programme. The works are too stop the encroachment of the tree onto the garden The works will improve the aesthetics of the tree.
STATUS: NOT YET DETERMINED There are works proposed to two front garden trees and three rear garden trees. LMS has no concerns with regard to the rear garden trees. For the front garden trees – Tree T2 appears to be a regular maintenance programme of general pollarding. However, we have been unable to clearly understand the nature of works proposed to Tree T1 which appears to be a complete removal of the eastern side of the tree inside the Applicants property, not that overhanging Wantage Road. LMS to review further.

Application Address: 66 Brightfield Road, London, SE12 8QF
Application Proposal: Details submitted pursuant to Condition 3 – soft landscaping of planning permission DC/25/141913 dated 19th December 2025.
STATUS: NOT YET DETERMINED.
LMS sees no reason to object to the front garden planting and dwarf brick wall proposals within the garden. There is a white diagonal lattice ‘trellis’ shown on the images to the side wall to this property which does not exist currently – we think this is just ‘artistic licence’ on the images that have been provided and that all that is proposed is a timber trellis above an existing brickwork wall, in which case we think we have no reason to have any concerns.

STATUS: LB of Lewisham have GRANTED this Condition discharge application.
LMS have reviewed the proposed submission and have no concerns from a materials quality perspective – this will be a high quality looking ‘modern’ building within a Victorian setting which might create some concern with local residents. However, as previously noted the new residence does not sit within the CA.

STATUS: NOT YET DETERMINED
This is a submission to fulfil a Condition of Planning Approval DC/23/132184 dated 1st February 2024.

Application Reference: DC/26/142804
Application Address: 66 Southbrook Road, London, SE12 8LL
Application Proposal: FRONT:ONE very Large Pine tree (T1) Ht approx 10m Fell to ground level. REASON: Tree is very large, not a native species. It is leaning a lot, based on the corner of the plot at junction between 66 Southbrook rd & Manor lane, besides the saftey issue, there is the damage to the street paving the roots can cause. Also damage to the garden wall, driveway & also possible structural damage to the house; the tree has just become far too tall. REPLANTING PROPOSAL: We will be happy to plant a new tree along the same boundary wall. We have planted others in the front and back garden already over the years but there is space for one more. We will plant it along the same wall near the existing tree if there is adequate space for it. Alternatively, we can plant one in the back garden. We have not decided what tree to plant and are open to suggestions. There are nice trees that blossom all along Southbrook Road. They do not seem to grow too big to cause damage. So if you know what they’re called we can plant one of those.
STATUS: LB of Lewisham have stated ‘Objection Tree Preservation Order made’.
It is assumed from the above that the Felling Application has been ‘Refused’ and that a new TPO has been issued. There is no Decision documentation that has been uploaded to provide any further information than that noted above.
LMS had objected to this submission.
(Note – LBL have now issued a TPO Application which will be reported on next month).

Application Proposal: Details submitted pursuant to Condition 4-Replacement Trees of planning permission DC/25/140894 dated 21st October 2025
STATUS: NOT YET DETERMINED
Under GRANTED Planning Permission DC/25/140894 a proposed rear garden single storey extension required the removal of a number of trees which affected the proposed works. This application covers the planting of two new trees to replace those lost.
LMS sees no reason to object to this submission.

STATUS: NOT YET DETERMINED.
Application Reference: DC/25/142402
Application Address: 140 Manor Lane, London, SE12 8LR
Application Proposal: Details submitted pursuant to Condition 4-Materials of planning permission DC/25/140111 dated 30th June 2025.
STATUS: NOT YET DETERMINED
LMS have reviewed the proposed submission and have no concerns from a materials quality perspective – this will be a high quality looking ‘modern’ building within a Victorian setting which might create some concern with local residents. However, as previously noted the new residence does not sit within the CA.

Application Reference: DC/26/142790
Application Address: 3 Handen Road, London, SE12 8NP
Application Proposal: Application for a Lawful Development Certificate (proposed) submitted under Section 192 of the Town & Country Planning Act 1990 (as amended) and Class A and G of Schedule 2, Part 14 of the Town and Country Planning (General Permitted Development) (England) Order 2015 (as amended) for the installation of PV solar panels on the south and east roofslopes and installation of twin ASHP units in the rear garden and extract vents to the west side elevation.
STATUS: LB of Lewisham have GRANTED Lawful Development Certificate status to this application.
Photo-Voltaic panels are proposed to the rear and side roof slopes along with the removal of two rear roofslope rooflights.
LMS had no concerns with these proposals.

Application Reference: DC/26/142800
Application Address: Mayfields Hostel, 47 Burnt Ash Hill, London, SE12 0AE
Application Proposal: Details submitted pursuant to Condition 8(a)(b)-Land Contamination of planning permission DC/23/132184 dated 1st February 2024 at Mayfields Hostel.
STATUS: NOT YET DETERMINED
This is a submission to fulfil a Condition of Planning Approval DC/23/132184 dated 1st February 2024.
LMS sees no reason to object to the proposed submission. One of the submitted reports states that there is a low likelihood of encountering any UXO in the ground due to previous development.
STATUS: NOT YET DETERMINED
LMS have submitted an objection to the proposed felling of this significant front garden tree and have requested that a TPO be put in place by Lewisham Council in order to further preserve this tree.

Application Proposal: Details submitted pursuant to Condition 3-Construction Logistics Plan (Stage 2) of planning permission DC/23/132184 dated 1st February 2024.
STATUS: NOT YET DETERMINED.
Firstly, it is noted that this Condition submission application was required to be made before any development commenced on site (with regard to the Construction Logistics Plan for Stage 1 of the construction works including demolition and ground works) but that demolition has occurred before submission.
Secondly, the Noise & Vibration Assessment report does raise local issues which do not appear to be addressed.
The reports submitted with this Condition submission application do raise issues that may affect neighbouring properties during the development timescale particularly Swallow Court and Our Lady of Lourdes Church.

Application Address: 1 Handen Road, London, SE12 8NP
Application Proposal: REAR: ONE Plum (T1) (approx.ht.8m) FALLEN.
Reason: dead and fallen. Duty to replace applies. A mature plum tree in our garden appears to have fallen naturally. The tree is currently lying on the ground in a stable and safe position and does not present an immediate risk to people, neighbouring properties, or access.
STATUS: LB of Lewisham have GRANTED approval to removal of this existing broken tree. Duty to replace has been confirmed.
LMS had no concerns with regard to the proposals.

Application Reference: DC/26/142998

STATUS: LB of Lewisham have RAISED NO OBJECTION to the proposed tree works. Duty to replace has been confirmed.
LMS saw no reason to object.
The proposed tree maintenance and removal works appear reasonable and LMS sees no reason to question them.

Application Reference: DC/26/143104
Application Address: 46 Southbrook Road, London, SE12 8LL
Application Proposal: REAR: ONE Pear (T1)(ht.5m) FELL. Reason: T1 is the smaller of 2 rear pear trees, this small tree is in severe decline with multiple areas of de-laminated bark.

STATUS: NOT YET DETERMINED.
A detailed Arboricultural Impact Assessment Method Statement has been submitted along with a piling proposal which shows four areas of existing trees (essentially the four corners of the site) which are to be protected by metal fencing during the proposed construction works.
There appears no reason for LMS to have any concerns about the proposed works around the existing trees.

STATUS: LB of Lewisham have GRANTED Planning Approval to the proposed works. LMS had raised concerns with regards to the proposed new rooflights to the front of the property and the application has been revised and has made acceptable changes in this regard.

Application Reference: DC/25/142402
Application Address: 140 Manor Lane, London, SE12 8LR
Application Proposal: Details submitted pursuant to Condition 4-Materials of planning permission DC/25/140111 dated 30th June 2025.
STATUS: NOT YET DECIDED
LMS have reviewed the proposed submission and have no concerns from a materials quality perspective – this will be a high quality looking ‘modern’ building within a Victorian setting which might create some concern with local residents. Application Reference: DC/26/142492
Application Address: 88 Taunton Road, London, SE12 8PB
Application Proposal: Construction of a part single part two-storey extension at the rear.
STATUS: LB of Lewisham have REFUSED this application on the basis that ‘The proposed part single-storey/part two-storey extension, by reason of its design,
scale, massing, projection above the eaves of the host building and its visibility from the public realm, would result in an overly dominant, incongruous and unsympathetic addition, which would lead to the loss of key historic features in a prominent location and would fail to preserve the character and appearance of the host building and the wider Lee Manor Conservation Area and that it would cause an unacceptable sense of overbearing enclosure and loss of light and outlook for the neighbouring properties No. 90 and No. 86’.

Application Address: Garages at the side of 37 & 121-125 Carston Close, London, SE12 8DX
Application Proposal: Prior Approval under Part 11 Class B of Schedule 2 of the Town and Country Planning (General Permitted Development) Order 2015 (as amended), for the demolition of the garages at the side of 37 and 121-125 Carston Close, Lee Green, SE12.
STATUS: LB of Lewisham has determined that prior approval is NOT REQUIRED for the method of demolition and any proposed restoration of the site of the existing garages.
This was a Permitted Development notice for the demolition of what appears to be 13 existing garages which were previously excluded from the general Leegate Centre redevelopment plans. An original Galliard site plan shows them excluded from the development proposals but within the ‘ownership’ of Galliard (now London Square). However, at the end of the row of garages (at the Burnt Ash Road end) there is an existing UKPN Electrical Substation – it is wholly unclear from this submission whether the Substation is also to be removed or not.
LMS have no concerns with the removal of these garages.
LMS noted that no reference within the application had been made with regards to the Substation that exists within the westernmost of the garages and this was acknowledged by the Council in their delegated report. London Square have informally confirmed to LMS that the Substation will remain until such time as a new Substation is constructed within the Leegate development site (ref DC/25/140732) at which point the old one within this run of existing garages will be removed. It was also noted by London Square that a proposal for a number of ‘Townhouses’ is expected to be made for this site at some point in the future.

A signed and dated ‘Section 106 Agreement’ has been entered into between LB of Lewisham and the Applicants London Square and is available on the Planning Portal.
LMS submitted a detailed Objection to Lewisham Council in relation to the proposed heights of buildings within this development which exceed the normally accepted maximum heights set out with the recently legally adopted Lewisham Local Plan in relation to this site. For this ‘Minor Material Amendment (as the developer has entitled it) there are around 237 documents which have been submitted.

Application Proposal: Details submitted pursuant to Condition (5) ‘Construction Logistics Plan’ of planning permission DC/22/126997 dated 1st November 2024.
STATUS: NOT YET DECIDED
Application Proposal: Details submitted pursuant to Condition (68) ‘Tree Protection’ of planning permission DC/22/126997 dated 1st November 2024.
STATUS: LB of Lewisham gave GRANTED approval to this ‘Condition’ submission.
The submission provides a drawing which shows specific trees that are to be retained around the development site being protected where they abut the proposed hoarding line. Otherwise if they are outside of the hoarding line or are to be removed then nothing is shown in relation to them.
Whilst we can see no cause for concern here we are aware of local feelings related to the loss of around 12 mature trees around the Leegate development site including all four trees along the western side of Leyland Road.

Application Proposal: Details submitted pursuant to Condition 4-Construction Environment Management Plan of planning permission DC/22/126997 dated 1st November 2024.
STATUS: NOT YET DECIDED.
Application Reference: DC/25/142379
Application Address: 3 Handen Road, London, SE12 8NP
Application Proposal: Construction of single storey rear extension and adjacent covered seating area, replacement front brick piers and elevation to front side store, installation of replacement windows, slates, new and replacement rooflights, widening of vehicle entry at the front and all associated works.
STATUS: NOT YET DECIDED.
- There are quite significant works proposed to this existing dwelling. In terms of areas that affect the Conservation Area we would suggest:
– that the 3 proposed new rooflights to the ‘gable’ wall roof to the front (left) of the property unacceptably affects the existing aesthetic of the roof and will be detrimental to the CA. If accepted by Lewisham this would also set a precedent for such rooflights in this specific front roof position as no other properties of this type seem to have rooflights in this position;
– that irrespective of any existing rooflights that any new rooflights comply with clause 5.5.4 of the Lewisham ‘Extensions and Alterations SPD’ and are ‘conservation style’ rooflights set flush with the existing roofslope. This is said because text on the proposed drawings states ‘New Velux style rooflight maximum 150mm protrusion beyond roofslope’ which is not as set out in the A+E SPD noted above;
– that LMS has no concerns with the proposed four rooflights to the rear of the property, to the proposed removal of the existing ‘porch’ structure to the front of the property, to the widening of the existing front boundary wall entry piers (there appear to be many examples of this widening already having been done to most of these properties) or lastly, to the re-pointing of the existing front brickwork.
LMS has no concerns with the proposed rear ground floor single-storey extension or to the proposed replacement of many of the existing windows with matching white painted timber windows – there does not appear to be any proposal to use ‘planted-on’ glazing bars (as a result of none of the windows appearing to require them).
We note that revised drawings dated 27th January 2026 have been submitted by the Applicants taking on board both LMS’s and Lewisham Conservation Team’s concerns as to proposed new rooflights and windows.

However, as previously noted the new residence does not sit within the CA.

Application Address: 17 Southbrook Road, London, SE12 8LH
Application Proposal: FRONT: ONE Purple Prunus (T1) Height: 7m – FELL.
Reason: Ganoderma (root decay fungus) bracket at the base of the tree, health & safety, 5 day notice.
STATUS: LB of Lewisham have GRANTED Planning Permission for the proposed front garden tree felling works.
LMS objected to the proposed mature tree removal on the basis that no arborculturalist’s report had been submitted to show that the tree actually required felling due to the small amount of base fungal growth and that the tree could not be otherwise be treated as this was the loss of a significant tree to the conservation area. The Council have conditioned a replacement tree to be planted within the current or next growing season.

STATUS: NOT YET DETERMINED
This is a Permitted Development notice for the demolition of what appears to be 13 existing garages which were previously excluded from the general Leegate Centre redevelopment plans.
LMS have no concerns with the removal of these garages although there are currently no proposals as to what if anything they are to be replaced with – presumably hard and/or soft landscaping?

STATUS: LB of Lewisham have GRANTED Planning Permission.
LMS saw no reason to object to the removal of this single rear garden tree. Approval requires planting of a similar tree.

STATUS: NOT YET DECIDED
This is a submission to fulfil a Condition of Planning Approval DC/23/132184 dated 1st February 2024.
LMS sees no reason to object to the proposed submission. One of the submitted reports states that there is a low likelihood of encountering any UXO in the ground due to previous development.
DECEMBER 2025 – PLANNING APPLICATIONS + DECISIONS
Application Reference: DC/25/141307
Application Address: 2 Brightfield Road, London, SE12 8QF
Application Proposal: The change of use, alteration and conversion of ground and first floors into a self-contained studio flat and a one bedroom self-contained flat (C3 Use), together with the fomation of a rear roof terrace with balustrade around and all associated works.
STATUS: LB of Lewisham have REFUSED Planning Approval for the proposed works.
1. LMS did not object to the proposed works.
2. The Refusal has been given for numerous reasons – refer to Decision Notice for details.
The current property is ‘Aroma Beauty Rooms’ which have appeared unused for the last 12 months or so. The property has deteriorated in that time and has been subjected to some graffiti. The property sits at the extreme end of the Conservation Area adjoining Lee High Road and backing onto the River Quaggy. The rear of the property is over-viewed by an access way into the rear of the Duke of Edinburgh Public House and is largely screened by a short row of trees.
The neighbouring property number 4 Brightfield Road was Refused Planning Permission in August 2022 for a change of use to a one bedroom self-contained flat (C3 Use). The reasons given for the Refusal were generally technical in nature.
The proposals do not directly affect the front elevation of the property onto Brightfield Road although it is assumed there will be some changes because of the sign-writing and signage on the property advertising its current use as a beauty parlour. Proposed changes to the side and rear of the property are minimal and largely unseen due the existing trees that border onto the neighboring Public House.
Overall LMS saw no reason to object to the proposals and issued a supporting statement to LB of Lewisham.

Application Proposal: Application for a Lawful Development Certificate (Existing) submitted under Section 191 of the Town & Country Planning Act 1990 (as amended) for the use of part of the ground floor at 168 Manor Lane SE12 as a self-contained studio flat.
STATUS: LB of Lewisham have GRANTED Lawful Development for the proposed works.
LMS had determined not to object to the works on the basis that they did not directly affect the CA.

Application Reference: DC/25/141913
Application Address: 66 Brightfield Road, London, SE12 8QF
Application Proposal: Installation of railings to the front and gate in the side elevation including a glazed side access door to garden and all associated works.

Application Address: 58 Handen Road, London, SE12 8NR
Application Proposal: Replacement of existing single storey extension and orangery, and construction of rear single storey extension with parapet and two glazed hipped roof.
STATUS: LB of Lewisham have GRANTED Planning Approval for the proposed works.
The proposals are for the replacement of an existing rear conservatory-style building by way of its removal and replacement with an extension of an adjoining existing single-storey flat roofed building to create a full width single-storey rear extension. LMS have no issues with the proposals per se. However there appears to be significant health and safety issues related to the low parapet to the fully accessible flat roof area – LMS have commented about our concerns to LB of Lewisham. Overall whilst there are serious safety concerns related to the flat roof area there are no concerns from a Conservation Area perspective.
LMS saw no reason to object to the works per se but did log a concern with LB of Lewisham as to the use of the rear flat roof as no balustrade was shown but clear access was provided via an existing rear door/window.
LB of Lewisham have conditioned the Approval with a statement that says that the roof of the proposed single storey rear extension shall only be used as a roof and that no development shall include the formation of any door or other means of access to the roof, nor shall the roof area be used as a balcony, roof garden, or similar amenity space. This appears to satisfy the concern that LMS logged.

Application Proposal: REAR: ONE Pear Tree (T1)(ht.5m)FELL to ground level.
REASON: Removal to reduce lack of light and benefit growth of surrounding trees and shrubs.
STATUS: LB of Lewisham have RAISED NO OBJECTION to the proposed works.
This is a proposal for the removal of an existing mature rear garden tree within an area of a good number of trees. LMS does not see that the loss of this one tree is of any particular significance in this location.
LMS did not object to the proposed works.

– that the 3 proposed new rooflights to the ‘gable’ wall roof to the front (left) of the property unacceptably affects the existing aesthetic of the roof and will be detrimental to the CA. If accepted by Lewisham this would also set a precedent for such rooflights in this specific front roof position as no other properties of this type seem to have rooflights in this position;
– that irrespective of any existing rooflights that any new rooflights comply with clause 5.5.4 of the Lewisham ‘Extensions and Alterations SPD’ and are ‘conservation style’ rooflights set flush with the existing roofslope. This is said because text on the proposed drawings states ‘New Velux style rooflight maximum 150mm protrusion beyond roofslope’ which is not as set out in the A+E SPD noted above;

NOVEMBER 2025 – PLANNING APPLICATIONS + DECISIONS
Application Reference: DC/25/140450
Application Address: 105 Manor Lane, London, SE12 8LT
Application Proposal: Partially retrospective planning permission for the demolition and construction of a single storey rear extension, together with the installation of ventilation and extraction equipment to the rear.
STATUS: LB of Lewisham have GRANTED retrospective Planning Approval for these works.
LMS objected to this retrospective Planning Application on the basis that the proposed single storey rear extension almost certainly exceeded the 50% allowance of permitted rear garden/yard development over the area of the original rear garden as so little garden is left remaining. We pointed out to LB of Lewisham that this is not permitted ‘under any circumstances’ according to the ‘Alterations and extensions SPD’ clause 4.2.3. This issue was not however addressed in the ‘Delegated Report’ provided by the Planning Officer and issued with the Decision Notice.
A previous Application (DC/24/136993) for ‘the installation of replacement ventilation and extraction system and associated works’ was withdrawn by the Applicant around October 2024.
We note that revised plan drawings now accompany this Application (which modify the flat roof-top ventilation ducting) but that the changes do not affect our Objection.

Application Proposal: An application submitted under Section 73 of the Town and Country Planning Act 1990 (as amended) for the approval of a Minor Material Amendment to planning permission ref. DC/22/126997, as amended by s96a Non-Material Amendment dated 30 June 2025 (DC/25/140113) – ‘Proposed development at Leegate Shopping Centre SE12, bounded by Burnt Ash Road, Eltham Road, Leyland Road and Carston Close, for the demolition of existing buildings, and the construction of buildings to provide a comprehensive mixed use development including residential (Use Class C3), flexible commercial floorspace (Use Class E), a community centre (Use Class F2) and a public house (Sui Generis), together with associated public realm, landscaping and highways improvements, vehicular access, car parking and servicing arrangements, cycle parking and stores, and all other ancillary works’ comprising revisions to the consented scheme that includes: 59 no. additional residential units (from 561no. to 620no.); Increase in quantum of affordable housing from 36.2% to 46.3% (by habitable room); Changes to residential unit mix; Changes to massing of Blocks A, B and C, including an increase in the maximum height of Building A1 from the consented 15 storeys to 17 storeys; Reduction in residential and commercial car parking (provision of 21no residential and 1no. commercial blue badge bays); Removal of Block A basement; Relocation of the medical centre to the ground floor of Block B; Reduction in overall commercial floorspace; Revised energy strategy from individual Exhaust Air Source Heat Pumps to a Communal Air Source Heat Pump system; Variation of Planning Conditions.
STATUS: NOT YET DECIDED – Lewisham’s Planning Committee approved this application on 18th November 2025 but it has not yet been formally approved – this is likely to take place once a ‘Section 106 Agreement’ has been entered into between LB of Lewisham and the Applicants London Square, a draft of which appears to be available on the Planning Portal for this application

Application Proposal: Details submitted pursuant to Condition (68) ‘Tree Protection’ of planning permission DC/22/126997 dated 1st November 2024.
STATUS: NOT YET DECIDED
The submission provides a drawing which shows specific trees that are to be retained around the development site being protected where they abut the proposed hoarding line. Otherwise if they are outside of the hoarding line or are to be removed then nothing is shown in relation to them.
Whilst we can see no cause for concern here we are aware of local feelings related to the loss of around 12 mature trees around the Leegate development site including all four trees along the western side of Leyland Road.

Overall LMS see no reason to object to the proposals and have issued a supporting statement to LB of Lewisham.

Application Proposal: Installation of replacement timber double-glazed sash windows to front elevation and replacement casement uPVC double-glazed windows and doors to the rear elevation
STATUS: LB of Lewisham have GRANTED approval to the proposed works.
The proposals appear to be the replacement of all front elevation windows and entrance door with timber painted double glazed windows and frames, along with replacement of all rear windows and doors with uPVC windows, doors and frames. No ‘planted-on’ glazing bars are proposed.
On the basis that all rear windows will be unseen from within the Conservation Area LMS see no reason to object to the uPVC proposals at the rear of the property.

Application Proposal: Details submitted pursuant to Condition 55-Site Waste Management and Circular Economy of planning permission DC/22/126997 dated 1st November 2024
STATUS: LB of Lewisham have GRANTED approval to the Condition submitted for discharge in relation to DC/22/126997.
LMS had no particular issues with the proposed works.
A ‘Monitoring and Reporting Strategy for Circular Economy Commitments’ has been submitted dated (around) May 2022. The various detailed statements made appear overall to be reasonable and LMS can see no reason to object. One matter that could be worth commenting on is that only passing mention is made as to the possible finding of asbestos and other hazardous materials within the demolition stage of works and that these materials could have been better dealt with within this document.

STATUS: LB of Lewisham have GRANTED approval of this submission for discharge of a Planning Condition associated with the approval of DC/24/140111.
The Application comprises of a ‘Tree Replacement and Mitigation Strategy Report’ which makes recommendations on the types of new trees to be planted (following removal of existing trees). The report is detailed and LMS sees no reason to question its proposals.

Application Address: 168 Manor Lane, London, SE12 8LP
Application Proposal: Application for a Lawful Development Certificate (Existing) submitted under Section 191 of the Town & Country Planning Act 1990 (as amended) for the use of part of the ground floor at 168 Manor Lane SE12 as a self-contained studio flat.
STATUS: NOT YET DECIDED.
- A previous application (DC/24/134373) for the ‘established use of part of the ground floor of 168 Manor Lane, SE12 as a studio flat (1b1p)’ was refused by LBL on 27th February 2024 on the basis that the Applicants were unable to prove ‘on the balance of probability’ that the rear of the ground floor of the property had been in use as a residential studio flat (Use Class C3) for a continuous period of 4 years from the date of the application. A previous submission (for an approved 2-storey rear extension in 2014) had shown two ground floor rooms at the rear as being a Store and an Office for use with the Retail facility.
- LMS notes that this property is currently showing a ‘For Sale’ sign on its front public wall.
- The submitted drawing for this new Lawful Development Certificate application indicates that this appears to be a ‘retrospective’ application and that the self-contained ground floor studio flat has been in use as such since 2015.
- The ground floor studio flat does not have a self-contained entrance from Manor Lane but could only be accessed from the front through the existing shop (which is currently not trading since the death of its proprietor around 3 years ago). It is shown however as having rear access from the rear garden which is accessible down an un-adopted small access road that runs behind numbers 162 – 178 Manor Lane and which is accessible only from Fernbrook Road.
- The new Application provides only a ground floor plan and a Location Plan. It does not provide any evidence by the Applicant for a continued use of at least 4-years as residential. On this basis the application appears no different in principle from that made in 2024 which was refused.
LMS has determined not to object to the proposed change to a self-contained rear studio flat on the basis that the works do not in any way directly affect the Conservation Area

Application Proposal: Details submitted pursuant to Condition 4-Construction Environment Management Plan of planning permission DC/22/126997 dated 1st November 2024.
STATUS: NOT YET DECIDED.

Application Proposal: Details submitted pursuant to Condition 6 (Dust management plan) of planning permission DC/22/126997 dated on 1 November 2022.
STATUS: LB of Lewisham have GRANTED approval to the discharge of Condition 6 of DC/22/126997.
A ‘Dust Management Plan’ has been submitted to discharge Condition 6 of the previously approved Leegate development submission ref DC/22/126997 as approved 1st November 2024. The report highlights the significant concerns of dust within this heavily built-up area that will be produced as a part of the demolition and construction works and proposes means of reducing the issues which could arise as a result.
LMS sees no reason to challenge this submission albeit we know that there will be dust and dirt created as a part of the development.

Application Proposal: FRONT: ONE Magnolia tree (T1) CROWN REDUCTION Ht by 2m from 9m to 7m spread by 2m from 9m to 7m. Pruning to suitable points and maintaining natural aesthetic.
REASON: To bring back to form & improve light conditions for owner & neighboring properties.
REAR: ONE Oak tree (T2) CROWN REDUCTION Ht 3m from 14m to 11m Spread by 3m from 14m to 11m. Pruning to suitable points and maintaining natural aesthetic.
REASON: To bring back to form & improve light conditions for owner & neighboring properties.
ONE Sycamore tree Ht 10m (T3) FELL to ground level.
REASON: It is not a good specimen & it is felt that although a crown reduction will help keep green cover, it will not be a good long term solution. A retaining wall within 2m has a high potential for damage. Furthermore, the semi mature oak is a better specimen & the removal of the Sycamore will allow space for the Oak’s canopy. A native pollinator will be planted in a more suitable location.
STATUS: LB of Lewisham have RAISED NO OBJECTION to the proposed works. LMS cannot see that there are any causes to be concerned about either the maintenance of two trees (one front and one rear) and the removal of one rear garden tree. There are many trees in the overall area that compensate for the loss of the one tree.

Application Reference: DC/25/141913
Application Address: 66 Brightfield Road, London, SE12 8QF
Application Proposal: Installation of railings to the front and gate in the side elevation including a glazed side access door to garden and all associated works.
STATUS: NOT YET DECIDED.
- This property was recently REFUSED Planning Approval (ref DC/25/140807) for a new front garden off-road parking space which included proposed works to the existing side elevation of the property.
- As a result of the Refusal the applicants appear to have now made a further proposal which includes some similar parts of the works previously refused but which do not appear in themselves to have lead directly to the previous Refusal. The Refusal appears to have been for the impact on the CA of the off-road parking space itself.
- This new proposal is for the installation of a new Crittall-style door and window to the existing side elevation along with a change to the existing brick and railing wall that sits towards the back of the existing front garden and essentially duplicates the existing front garden wall.
- LMS did object to the proposed new side Crittall door and window (under previous application DC/25/140807). However the Planning Officer noted in the Delegated Report to DC/25/140807 that:
‘The Conservation Officers raised concerns regarding the design and materials proposed for the side door. As this would be minimally visible and screened behind the wall and fence officers consider this element would not result in unacceptable harm to the appearance and character of the Lee Manor Conservation Area’ and that ‘Officers consider that the current proposal would lead to less than substantial harm to the Lee Manor Conservation Area’.
With regard to the proposed movement forward (and re-building) of an existing brick and railing wall further forwards towards the front of the property the Officers previously stated:
‘Additionally, the proposed relocation of the side boundary and access gates would introduce a formal type of boundary treatment closer to the front, creating the impression of a second boundary treatment further back in the garden. This would create an incongruous and a historic arrangement, which will be all the more visible because of the removal of planting that currently obscures the rear garden from view. This new incongruous arrangement directly to the rear of the proposed parking space would be very visible from the street, and look out of place amongst the historic architecture of the CA.
LMS have determined not to object to the proposals.
It is also noted that application DC/25/141025 was approved by Lewisham for general maintenance and reduction in size of an existing front garden Olive tree, including reducing secondary or tertiary branches ‘as part of a phased reduction over the next couple of years to establish a smaller canopy’. These works in themselves will ensure that any works carried out within the vicinity of the existing front garden will become more visible to the public from the pavement area. This later application had not been approved when DC/25/140807 was Refused.

Application Proposal: An application submitted under Section 96a of the Town & Country Planning Act 1990 for a non-material amendment in connection with the planning permission (DC/25/140111) dated 30 June 2025, in order to allow:- to amend location and size of windows to front and side elevations, replacement of eaves style rooflight with standard rooflight and addition of one rooflight. Relocation of bin/bike store in front garden at 140 Manor Lane SE12.
STATUS: LB of Lewisham have GRANTED approval of this S.96A non-material change application.
This Section 96a non-material change application relates to Planning Approval ref DC/25/140111 for a new 3-storey residential property in the rear garden of 140 Manor Lane with a new access formed to the new property from Longhurst Road. LMS were supportive of the original proposals and did not object.
The proposed changes both internal and external do not directly affect any aspect of the Conservation Area itself and are not in themselves of any particular concern. LMS did not object to the proposed Section 96A application.

Application Proposal: Replacement of existing single storey extension and orangery, and construction of rear single storey extension with parapet and two glazed hipped roof.
STATUS: NOT YET DECIDED
The proposals are for the replacement of an existing rear conservatory-style building by way of its removal and replacement with an extension of an adjoining existing single-storey flat roofed building to create a full width single-storey rear extension. LMS have no issues with the proposals per se. However there appears to be significant health and safety issues related to the low parapet to the fully accessible flat roof area – LMS have commented about our concerns to LB of Lewisham.
Overall whilst there are serious safety concerns related to the flat roof area there are no concerns from a Conservation Area perspective.

This is a proposal for the removal of an existing mature rear garden tree within an area of a good number of trees. LMS does not see that the loss of this one tree is of any particular significance in this location.

SEPTEMBER / OCTOBER 2025 – PLANNING APPLICATIONS + DECISIONS
Application Reference: DC/25/140315
Application Address: Leegate Shopping Centre, Leegate, London, SE12
Application Proposal: Details submitted pursuant to Condition 70-CIL Phasing of planning permission DC/22/126997 dated 1st November 2024
STATUS: LB of Lewisham have GRANTED approval to this submission for discharge of Condition 70.
LMS had no issues with this submission.
Application made by London Square pursuant to the discharge of one of the Conditions of Decision Notice DC/22/126997 which contains phasing drawings for both the site clearance and Demolition Works (Phase 1) and Construction Works of the Leegate Development (Phases 2-5 for Blocks A – C and Public Realm Works respectively).

Application Reference: DC/25/140380
Application Address: Leegate Shopping Centre, Leegate, London, SE12
Application Proposal: Details submitted pursuant to Condition 69-Phasing Plan (Land Extents) of planning permission DC/22/126997 dated 1st November 2024
STATUS: LB of Lewisham have GRANTED approval to this submission for discharge of Condition 69.
LMS had no issues with this submission.
This submission provides the same Site Clearance, Demolition and Construction Works Phasing Drawings as were earlier provided with Application ref DC/25/140315 (for approval of Condition 70).

Application Reference: DC/25/140450
Application Address: 105 Manor Lane, London, SE12 8LT
Application Proposal: Partially retrospective planning permission for the demolition and construction of a single storey rear extension, together with the installation of ventilation and extraction equipment to the rear.
STATUS: NOT YET DECIDED
LMS have Objected to this partially retrospective Planning Application on the basis that the proposed single storey rear extension almost certainly exceeds the 50% allowance of permitted rear garden/yard development over the area of the original rear garden as so little garden is left remaining. We have pointed out that this is not permitted ‘under any circumstances’ according to the ‘Alterations and extensions SPD’ clause 4.2.3.

Application Reference: DC/25/140732
Application Address: Leegate Shopping Centre, Leegate, London, SE12
STATUS: NOT YET DECIDED
The date for Comments to Lewisham Council on this significant Application has a deadline of 29th August 2025.
LMS have submitted a detailed Objection to Lewisham Council in relation to the proposed heights of buildings within this development which exceed the normally accepted maximum heights set out with the recently legally adopted Lewisham Local Plan in relation to this site. For this ‘Minor Material Amendment (as the developer has entitled it) there are around 237 documents which have been submitted.
A public meeting was held on 2nd October 2025 by Lewisham Council for the developer to answer questions from interested parties.

Application Reference: DC/25/140778
Application Address: Leegate Shopping Centre, Leegate, London, SE12
Application Proposal: Details submitted pursuant to Condition (5) ‘Construction Logistics Plan’ of planning permission DC/22/126997 dated 1st November 2024.
STATUS: NOT YET DECIDED

Application Reference: DC/25/140807
Application Address: 66 Brightfield Road, London, SE12 8QF
Application Proposal: Creation of new access from carriageway including changes to existing boundary wall and fence; creation of off street parking space; new garden wall and fence arrangement including new glazed side access door to enlarged side garden
STATUS: LB of Lewisham have REFUSED this Application largely on the basis that its benefit is not outweighed by the harm that it would do to the Conservation area.
LMS had Objected to this Application on the basis that there was insufficient space to park a normal vehicle off-street within the proposals as submitted, that it would affect the setting of the neighbouring building and that the new side door to the proposed property was proposed to be of materials that were out of context with materials evident within publicly viewable areas of the Conservation area. (LBL did not accept these last two points).

Application Reference: DC/25/140894
Application Address: 7 Micheldever Road, London, SE12 8LX
Application Proposal: Demolition of existing rear single storey lean-to extension and the construction of replacement rear extension incorporating a courtyard.
STATUS: LB of Lewisham has GRANTED approval for the proposed works.
LMS had no particular concerns.
This is a slightly idiosyncratic rear extension moving the proposed single storey extension away from the rear main building wall and creating a small courtyard in the process. The proposed works largely preserve the existing building form and massing and the relationship with the neighbouring property has been well considered. LMS should had no concerns.

Application Reference: DC/25/141025
Application Address: 66 Brightfield Road, London, SE12 8QF
Application Proposal: FRONT: ONE Olive tree (T1)(ht.4m) CROWN REDUCTION by 1m from 4m to 3m, CROWN THIN by 15%.
Reason: general maintenance, reducing secondary or tertiary branches where possible as part of a phased reduction over the next couple of years to establish a smaller canopy.
STATUS: LB of Lewisham have ’RAISED NO OBJECTION’ to the proposed tree reduction works by Decision Notice dated 29th September 2025. Note that the application was only ‘validated’ 4 working days earlier and was not on the Planning Portal on 22nd September 2025. However, the application is noted as having been received by LBL on 4th August 2025. As such LMS had no opportunity to review the proposed works although we would not have objected.

REASON:To provide clearance.
ONE Apple tree (T2) LATERAL REDUCTION by 0.2m form 3m to 2.8m on W compass point.
REASON: Close to Outbuilding
STATUS: LB of Lewisham have RAISED NO OBJECTION to this submission.
LMS had no issues with the submission.

Application Proposal: Construction of an outbuilding in the rear garden.
STATUS: NOT YET DECIDED.
A smallish rear garden flat roofed garden room proposal.
LMS can see no reason to object to this proposal.

STATUS: NOT YET DECIDED.
Overall LMS see no reason to object to the proposals and have issued a supporting statement to LB of Lewisham.
Proposed changes to the side and rear of the property are minimal and largely unseen due the existing trees that border onto the neighbouring Public House.
Overall LMS see no reason to object to the proposals and have issued a supporting statement to LB of Lewisham.

Application Address: 24 Manor Lane, London, SE13 5QP
Application Proposal: Installation of replacement timber double-glazed sash windows to front elevation and replacement casement uPVC double-glazed windows and doors to the rear elevation
STATUS: NOT YET DECIDED.

STATUS: NOT YET DECIDED.
A ‘Monitoring and Reporting Strategy for Circular Economy Commitments’ has been submitted dated (around) May 2022. The various detailed statements made appear overall to be reasonable and we can see no reason to object. One matter that could be worth commenting on is that only passing mention is made as to the possible finding of asbestos and other hazardous materials within the demolition stage of works and that these materials could have been better dealt with within this document.
Application Reference: DC/25/141379
Application Address: 13 Effingham Road, London, SE12 8NZ
Application Proposal: REAR: ONE Pear tree (T1) Ht 10m Fell to ground level.
REASON: Tree showing signs of dieback in canopy & two large limbs failed this year. Large cavity in base suggesting a fungal pathogen targeting the roots. The weakened structure & failing limbs make it a high risk.
Although a crown reduction will help keep green cover it will not be a good long term solution given the poor physiological and structural state. Work undertaken to prevent any health & safety issues in the future. Another pear will be planted as a replacement.
STATUS: LB of Lewisham have RAISED NO OBJECTION to the proposed tree removal and replacement works.
This is an individual tree within an area of many rear garden trees and its loss will be relatively unnoticed. We can see no reason to object.

Application Proposal: Details submitted pursuant to Condition 13-Replacement Trees of planning permission DC/25/140111 dated 30th June 2025
STATUS: NOT YET DECIDED.
This Application comprises of a ‘Tree Replacement and Mitigation Strategy Report’ which makes recommendations on the types of new trees to be planted (following removal of existing trees). The report is detailed and LMS sees no reason to question its proposals.

REASON: General Maintenance.
STATUS: LB of Lewisham have RAISED NO OBJECTION to the proposed works.
The proposals were not on the Planning Portal week commencing 20th October 2025 and so were not reviewed by LMS.
LMS would not have Objected to the proposed rear garden tree works.

Application Reference: DC/25/141751
LMS has determined not to object to the proposed change to a self-contained rear studio flat on the basis that the works do not in any way directly affect the Conservation Area.

Application Proposal: Details submitted pursuant to Condition 4-Construction Environment Management Plan of planning permission DC/22/126997 dated 1st November 2024.
STATUS: NOT YET DECIDED.
Application Reference: DC/25/141782
Application Address: Leegate Shopping Centre, Leegate, London, SE12
Application Proposal: Details submitted pursuant to Condition 6 (Dust management plan) of planning permission DC/22/126997 dated on 1 November 2022.
STATUS: NOT YET DECIDED.
Application Reference: DC/25/141803
Application Address: 58 Burnt Ash Road, London, SE12 8PY
STATUS: NOT YET DECIDED.

LMS have determined not to object to the proposals.

Application Reference: DC/25/141917
Application Address: 140 Manor Lane, London, SE12 8LR
Application Proposal: An application submitted under Section 96a of the Town & Country Planning Act 1990 for a non-material amendment in connection with the planning permission (DC/25/140111) dated 30 June 2025, in order to allow:- to amend location and size of windows to front and side elevations, replacement of eaves style rooflight with standard rooflight and addition of one rooflight. Relocation of bin/bike store in front garden at 140 Manor Lane SE12.
STATUS: NOT YET DECIDED.
LMS will not object to the proposed Section 96A application.

Application Reference: DC/25/141921
Application Address: 58 Handen Road, London, SE12 8NR
Application Proposal: Replacement of existing single storey extension and orangery, and construction of rear single storey extension with parapet and two glazed hipped roof.

AUGUST / SEPTEMBER 2025 – PLANNING APPLICATIONS + DECISIONS
